The 1930s and 1940s saw tremendous growth in the ranching industry as federal drought recovery programs and World War II boosted the economy. The tribes formed their own government, adopted a constitution and corporate charter, and founded ranching enterprises. They also established a heifer repayment program, stockmen's associations, and in-kind loans for crops and gardens. Over 300 livestock brands were registered to tribal members in 1944.
