Biographical note: Mr. Applebaum was a
member of the Canadian delegation to the 3rd United Nations Conference
on the Law of the Sea during the 1970s and early 1980s. He became a
senior staff member of the Department of Fisheries and Oceans and rose
to the rank of Director-General of the International Directorate. During
the course of his career he was a member and head of Canadian delegations
in the numerous bilateral and multilateral negotiations which created
the international treaty framework relevant to Canadian fisheries in
the two decades following the mid-1970s extensions of national jurisdiction
to 200 nautical miles.
This overview paper was prepared (January 2001) for the use of staff at the
Canadian Museum of Civilization, in connection with the exhibition
Lifelines: Canada's East Coast Fisheries.
