After the Second World War, Canada entered an era of prosperity. Workers were needed and, consequently, had more bargaining power, and employers and governments were forced to recognize many of their demands. The passing of Order-in-Council P.C. 1003 and the ruling on the Rand Formula were significant victories for the labour movement. As well, the unprecedented unionization of federal government employees and the creation of the Canadian Labour Congress provided the movement with new recruits and stronger leadership.
