"Free Passage Grants for Juvenile Migrants" were announced in a Canadian government pamphlet entitled Empire Settlement 1929. The British government organized the scheme.

Boys aged 14 to 18 qualified if they came to Canada "to earn their livelihood on the land" under the auspices of the Dominion Government, a provincial government, or an approved Voluntary Society. Girls aged 14 to 16 also qualified if they came to do "house work".





The British Overseas Settlement Office offered subsidized fares to British families leaving England to join relatives already in Canada.
