L'Ouest canadien offered prospects of a new life in western Canada to a special group of American residents: expatriate French Canadians. Quebec-based "missionaires colonisateurs" employed by the Immigration Branch distributed the pamphlet in the United States.

L'Ouest canadien contained favourable reports from French Canadian farmers living in the western United States, who had toured Manitoba and the North-West as guests of the Canadian government. The pamphlet included an open invitation to settle in the Prince Albert area of the North-West, issued by an official "missionaire colonisateur" employed by the Department of the Interior, the Rev. H.L.Gouin of Batiscan, Quebec. He had visited the Saskatchewan district at the request of the Bishop of Prince Albert, and was very impressed.
