James Madison
As secretary of state under President Thomas Jefferson, future President James Madison had been deeply involved in attempts to resist British encroachments on American sovereignty. He began the War of 1812 by declaring war on Great Britain.
“Whereas the Congress of the United States, have declared by their act bearing date the 18th day of the present month that war exists between the United Kingdom and the United States of America.”
— James Madison, President of the United States, 18 June 1812
